Financial incentives available from the Covina Redevelopment Agency include: loans, tax exempt bonds, taxable bonds, land write down, and assessment district financing. Other assistance includes land assembly, rehabilitation or retrofit of existing structures, facade renovation and on and off site improvements.
CRA Projects Areas have produced over $400 million of new development since its inception in 1971, by leveraging $26 million in tax allocation for each $1 investment of CRA assistance.

Covina is a community of homeowners the great majority of housing is single family detached, and homes are 58 percent owner occupied. Homes are affordable the median value is just over $200,000 with the median mortgage payment at $1,091 per month. Housing options range from affordable to executive homes.
There are nine major parks, including a major wilderness park in the Covina Hills, in the city of just seven square miles. Covina is a low density community with an ideal mix of land uses, slightly over 45% of the city housing. There are four major retail areas, three sizable industrial areas, an office park and a office high rise. Covina is served by the Inter-Community Medical Center, Charter Oak Hospital, and Magen Medical Clinic. But the numbers don't paint a full picture. For that you need to see the faces of the children at the annual Christmas Parade on Citrus Avenue, the third largest holiday parade in Southern California.
Covina is safe. The city has its own police department, a successful program to control crime, and stable old fashioned neighborhoods. In fact, according to the latest FBI numbers, Covina has a lower crime rate than even affluent communities such as Newport Beach, Irvine, and Beverly Hills.
